Welcome to the Community Development Division (CDD). CDD is one of three divisions comprising the City of Omaha’s Planning Department. Its primary mission is neighborhood revitalization. Through housing and other community development programs, CDD addresses a variety of quality of life concerns in the City’s older, more distressed neighborhoods. The links located to the left will give you an understanding of CDD programs and processes but should you need more detail, there is contact information provided.

2019-2023 Consolidated Plan

Fundamental to Omaha’s planning effort is the development of the Consolidated Plan.  The Consolidated Plan is a detailed document which includes two basic elements, 1) Five Year Strategy, and 2) Annual Action Plan.  Each is a requirement for receiving Federal Housing and Community Development funds such as:  Community Development Block Grant (CDBG) funds, HOME Investment Partnerships (HOME) Program funds, and Emergency Shelter Grant (ESG) Program funds.

Environmental Reviews

Draft Environmental Reviews are available for public review and comment for the Demolition Program, Infill Housing Program, Minor Rehabilitation Program, and Rehabilitation Programs. For more information visit this link and scroll to the Environmental Review section.

January Public Meetings Notice

The Omaha Planning Department will have three public meetings in January. On Thursday January 16th there will be two 2021 CDBG/HOME Grant Application Workshops. Then on Tuesday January 21st there will be a Public Hearing on future plan drafts. For information visit this link or view the flyer below.

2021 CDBG and HOME Application Guidelines, Instructions

The application period for 2021 CDBG and HOME funding will be from January 16, 2020 - April 6, 2020. An application workshop will be made available in early 2020. Check back for updates. A fillable PDF application will also be made available later. To view the document visit this link.
