Welcome to the Division of Housing and Community Development (HCD). HCD is one of three divisions comprising the City of Omaha’s Planning Department. Its primary mission is neighborhood revitalization. Through housing and other community development programs, HCD addresses a variety of quality of life concerns in the City’s older, more distressed neighborhoods.
