Planning is an essential function for Housing and Community Development.  Developing programs and identifying projects that effectively meet the housing and community development needs of Omaha, then managing them, is challenging.  To meet that challenge, the Housing and Community Development department works in partnership with residents, non-profit agencies and community organizations that have a stake in revitalizing Omaha’s economically and physically distressed neighborhoods.

The City's many Neighborhood Redevelopment Plans ("NRPs") explain how areas of town were, or will be, revitalized.  Some of our earliest NRPs were created in the 1970s.

  North Omaha Village Plan

The North Omaha Village Plan presents a strategy for revitalizing a large portion of North Omaha.

Consolidated and Action Plans

Fundamental to Omaha’s planning effort is the development of the Consolidated Plan.  The Consolidated Plan is a detailed document which includes two basic elements, 1) Five Year Strategy, and 2) Annual Action Plan.  Each is a requirement for receiving Federal Housing and Community Development funds such as:  Community Development Block Grant (CDBG) funds, HOME Investment Partnerships (HOME) Program funds, and Emergency Shelter Grant (ESG) Program funds.

  Consolidated Plan Strategy

   2013 to 2018 Consolidated Plan (Current Five-Year Strategy)

  • Is developed once every five years.
  • Describes the process used to develop the plan.
  • Identifies resources anticipated during the five-year period of the plan.
  • Identifies priorities and other guidance for housing and community development activities.
  • Provides demographics, Identifies housing and community development needs, Describes the housing market.
  • Explains policies used to carry out programs

Each Annual Action Plan Is guided by the Five-Year Strategy, and:

  • Is developed every year
  • Identifies the most current housing and community development needs
  • Identifies resources that are anticipated during the current one-year period of the plan
  • Describes the actions and how they will be funded (this is the budget for the covered program year)
  • Identifies accomplishments

The Consolidated Plan is executed in yearly cycles.  Actions and deadlines are set, but because opportunities, crises, and other general changes can occur at any time, additional projects, programs and actions may be considered throughout the year.

Environmental Plans

All Federally-funded projects conducted by HCD, or in partnership with a community organization, are reviewed to ensure they comply with the National Environmental Policy Act of 1969, otherwise known as NEPA. HCD also reviews projects conducted by the Omaha Housing Authority, Habitat for Humanity of Omaha, and other local organizations when they receive Federal funds.

The purpose of the reviews is to ensure the proposed actions will not harm the environment and to ensure the environmental conditions will not harm people. Another important aspect of the review is historic preservation. Through a Programmatic Agreement with the State of Nebraska Historic Preservation Officer, the City is allowed to conduct Section 106 reviews.
