FOR CONTRACTORS

Contractors

Contractors seeking to work on Full Rehab, Exterior Repair, Lead Hazard Control, Exterior Paint Stabilization, Emergency Repair, and/or Soil Remediation projects are required to submit their qualification information to the City of Omaha Planning Department, Housing and Community Development Division ("HCD") for review.

Requirements For All Programs

Contractors must meet the following qualifications:

The contractor is responsible for providing supporting documentation and references.  Submit all documentation to:

*For Lead Hazard Control, Exterior Paint Stabilization, and Soil Remediation; submit all documentation to:

Program Specific Requirements

   Full Rehab and Exterior Repair

  • Must Have general contractor experience
  • Must be bondable (i.e., the contractor needs to show evidence that he/she can obtain a performance bond, if needed)
  • Must be a licensed contractor
  • Must provide a list of three (3) references where:

    • The contractor has coordinated subcontractors 
    • The City can interview clients about project outcomes (please provide addresses and contact information)
    • The City can review the quality of work

    Lead Training/Qualifications.  Provide copy of certifications or licenses

    • EPA - RRP certified firm
    • Lead abatement firm or a contract with a lead abatement firm

   Lead Hazard Control

  • Must be bondable (i.e., the contractor needs to show evidence that he/she can obtain a performance bond, if needed)
  • Must be a licensed contractor
  • Must provide a list of three (3) references where:

   Exterior Paint Stabilization

  • Must provide a list of three (3) references where:

    • The City can review the quality of work

    Lead Training/Qualifications.  Provide copy of certifications or licenses

    • EPA - RRP certified firm (contractor and all employees must have training)

   Emergency Repair

  • Must be a licensed contractor and have experience in plumbing, heating, or electrical work
  • Must be a licensed contractor
  • Must provide a list of three (3) references where:

    • The City can interview clients about project outcomes (please provide addresses and contact information)
    • The City can review the quality of work
    • The City can verify permitting requirements were met
    • EPA - RRP certified firm(where applicable)

   Soil Remediation

  • Must have soil remediation experience
  • Must provide a 5% Bid Bond with each bid submitted
  • Must provide a 100% Performance Bond for each bid awarded
  • Must provide a list of three (3) references where:

    • The City can interview clients about project outcomes (please provide addresses and contact information)
    • The City can review the quality of work
    • The City can verify permitting requirements were met
    • EPA - RRP certified firm(where applicable)

    Lead/Safety Training/Qualifications.  Provide copy of certifications, licenses, or documents

    • 40 hour HAZWOPER training (contractor and all employees must have training)
    • Health & Safety Plan. Provide copy of the company's HASP
